An SVG dropped in as an image tag cannot be recoloured with CSS. To change its colour, the markup has to be inline in the page, which usually means pasting raw SVG code into a code module by hand.
Inline SVG fetches a real SVG file and injects its markup directly into the page. Because it is inline, not linked, its colour can be overridden. Remove Inline CSS strips the file's own colours first so a custom colour actually shows.
